Duty-Free Car Importation for Persons with Disability in Kenya
Under Kenyan law, registered Persons with Disability (PWDs) are entitled to import or purchase one motor vehicle completely duty-free and VAT-free every 5 years. This is a significant benefit that can save you hundreds of thousands of shillings — but the process involves multiple government agencies and strict documentation requirements.
At Kilem Auto, we have helped many PWDs successfully claim this benefit. We guide you through NCPWD registration, KRA iTax exemption applications, vehicle sourcing, importation, and NTSA registration — making the process as simple as possible for you.
What Benefits Are You Entitled To?
Full Import Duty Exemption
Registered PWDs are fully exempt from import duty on one motor vehicle every 5 years. This typically saves between KES 500,000 and KES 2,000,000+ depending on the vehicle's value.
VAT Exemption
In addition to import duty, qualifying vehicles are also exempt from Value Added Tax (VAT), further reducing the total cost of acquisition.
Locally Assembled Vehicles
The exemption applies to both imported vehicles and locally assembled vehicles. PWDs can purchase an assembled vehicle from a local manufacturer duty and VAT free.
Renewable Every 5 Years
The benefit can be claimed once every 5 years, meaning a PWD can import or purchase a replacement vehicle duty-free after the restriction period lapses.
Step-by-Step Process
Here is exactly what you need to do to claim your duty-free vehicle as a PWD in Kenya:
- 1
Get Certified by a Government Hospital
Obtain a medical report from a recognised government hospital confirming your disability. The report must clearly state the nature and degree of disability.
- 2
Register with NCPWD
Register with the National Council for Persons with Disabilities (NCPWD). You will receive a PWD registration card which is mandatory for all exemption applications.
- 3
Apply for KRA Exemption via iTax
Log into your KRA iTax account and apply for a duty exemption under the PWD category. Upload all supporting documents — medical report, NCPWD card, ID, PIN certificate, and vehicle invoice.
- 4
Wait for KRA Approval
KRA typically processes PWD exemption applications within 14–21 working days. You will receive an exemption certificate via your iTax account once approved.
- 5
Source Your Vehicle with Kilem Auto
While awaiting approval, or once approved, our team will help you source the right vehicle from Japanese auctions. We factor in any mobility adaptations you may require.
- 6
Importation & Clearance
We ship the vehicle, handle all customs documentation, and present your KRA exemption certificate at the port. The vehicle is cleared without import duty or VAT.
- 7
NTSA Registration
After clearance, the vehicle is registered with NTSA in your name. If required, we can also arrange for mobility adaptations to be fitted before delivery.

Frequently Asked Questions
❓ Can I sell the duty-free vehicle after importing it?
No. The vehicle cannot be sold, transferred, or disposed of within 5 years of importation. If you do, KRA will recover the full duty that was exempted. After 5 years, you are free to sell.
❓ What types of disability qualify?
Physical, visual, hearing, speech, and intellectual disabilities all qualify, provided they are certified by a recognised medical professional and the applicant is registered with NCPWD.
❓ Can I import any car I want?
The vehicle must comply with Kenya's right-hand drive requirement, be not more than 8 years old from the year of manufacture, and meet KEBS roadworthiness standards.
❓ Do I need to drive the car myself?
No. There is no requirement that the PWD must be the driver. The vehicle is exempt as long as it is registered in the name of the qualifying PWD and used primarily for their benefit.
❓ Can I use the exemption to buy a locally assembled car instead?
Yes. The exemption applies to both imported vehicles and vehicles assembled locally in Kenya. You can purchase directly from a local assembler and claim the duty and VAT exemption.
